Library treatment of homeless patrons changed in the early 1990s as the result of a lawsuit against a New Jersey public library, brought by a homeless man who alleged that he had been discriminated against (Kreimer vs. Town of Morristown et al.).

However most libraries still have policies against typical problem patron behavior, as well as activities such as bathing and sleeping in the library, often to deter the homeless from staying.
